There aren't that many of us. Most of the Order is other staff. [Which is part of the problem... they have a whole planet to try and defend, whereas Akuma are created so easily] And we split up for assignments.

[More like Kanda gets sent out all the time for several reasons,,, but he's not wrong, it's rare for everyone to be in the same spot at once.]
